THE EFFECTS OF ADOPTING AN ALTERNATIVE WORK ARRANGEMENT

With the global pandemic brought about by covid19, the Philippine government announced several measures that may be observed in order to prevent the spread of the virus. The government has not implemented a total lockdown and but has announced a community quarantine in Metro Manila such as avoidance of mass gatherings, suspension of classes and work, and restrictions on travel among others.

As regards suspension of work, work in the government, specifically executive department has been suspended except for its skeletal force. As for the private sector, employers are encouraged to adopt an alternative work arrangement. 

The discretion to adopt an alternative work arrangement is left to the business owners who are in the position to determine the most appropriate scheme that may be applicable depending on the nature of their operation. The Department of Labor and Employment (DOLE) has suggested several alternative work arrangements which the private sector may adopt. 

In exercising its discretion, on top of consulting its stakeholders like employees and clients, the employer may consider the evaluation below on the impact of each alternative work arrangement. The decision to adopt an alternative work arrangement may depend upon the considerations which the employer deem most important to them.

Here is an initial assessment on the effect of alternative work arrangement in preventing the spread of Covid19, its effect on data privacy, business operation, and earnings of employees.

  1. Leave of employees with pay at least 15days. Stop all billings. Notify people no bank for 15 days. Stock food for 15 days. Government may give or deliver food door to door to the poor and unemployed by each barangay staff. Total lockdown. No movement of people except for the health gov services crew.. Observe/ monitor if there are still exponential numbers of victims affected by covid 19.

    1. Thats a good suggestion cm. Especially for lessors of affected establishments, I hope they could consider suspending the rental of their lessees. As for our government, I hope it could master its resources to do what it needs to do. Total lockdown was effective in some countries, I hope we can do it too.
